Jacqueline M. Mann, Ph.D.Jacqueline Mann is a nationally recognized expert in effective uses of restorative practices in K-16 educational settings. With more than 20 years’ experience in roles equivalent to chief school business official and regional superintendent, Dr. Mann has varying experiences in implementing strategies for the effective use of resources to support K-12 districts and school improvement. Dr. Mann has provided direct oversight to school boards governing up to a $2 billion budget. As the Chief Officer of the Milwaukee Board of School Directors’ Office of Board Governance, she oversees a large urban school district’s Department of Audit Services and Department of Legislative Services, which coordinates the district’s federal and state lobbying efforts. Dr. Mann also guides the Board of School Directors in policy governance.

An expert in the use of peer jury and the author of Peer Jury as a School Discipline Alternative to Suspension and Expulsion, Dr. Mann has implemented strategies that comply with federal guidance for school discipline and has helped school districts realize improved attendance, reduced suspensions, and reduced racial gaps in the application of school discipline. Dr. Mann led an $8.5 million federal Initiative that focused on creating and sustaining collaborative services for public, private, and parochial schools. In her latest cooperative, Dr. Mann forged an academic-community partnership, comprising more than 60 community-based organizations and a nationally acclaimed medical college, which is focused on viewing violence through a public-health lens. With over 10 years of higher-education instruction, Dr. Mann has also used restorative teaching methods and is well-versed in instructional-design strategies that guide adult students in the application of learning from the classroom into the workplace.

Dr. Mann currently serves public and private entities and provides guidance to school boards, oversight groups, and communities on the complexity of policy governance for accountability.
